Technology Category 4: Project and Program Management
Project and program management services include any or all of the project management processes identified by the Project Management Institute (PMI) as published in the most recent edition of the PMBOK® Guide, including practice guides such as Agile and Managing Change in Organizations. This category includes, but is not limited to:
- Business case development
- Statewide impact analysis
- Cost to benefit analysis
- Risk assessment
- Stakeholder management
- Organizational change management
- Strategic planning
- Program assessment
- Agile development, training, and coaching
This contract is available for use by Texas state agencies, local governments, public education institutions, and other eligible public entities. It may also be used by qualifying public entities outside the state. The contract covers services only.

Obtaining Services / Procurement Execution
DIR Guidelines for SOW Submission and Purchase Order Execution
To be eligible for award of a Purchase Order under this contract, the Vendor shall respond in writing to a Statement of Work (SOW) for services issued by an authorized Client, including Texas state agencies, local governments, public education institutions, or other eligible governmental entities, in accordance with the terms and conditions of the DIR DBITS Contract. All resulting Purchase Orders must reference DIR Contract Number DIR-CPO-5928.
The Vendor may only respond to SOWs within the Technology Categories for which the Vendor has been awarded under this contract.
- Client SOWs must be complete, executed by an authorized Client representative, and submitted using the DIR-approved SOW template.
- No work may commence under any Client SOW until the Vendor has received a fully executed Purchase Order.
- Pricing for services procured under the DIR DBITS Contract shall be negotiated directly between the Client and the Vendor in accordance with the Client’s SOW.
Clients may negotiate SOW-specific terms & conditions to meet their business needs, provided such terms do not conflict with or diminish the terms & conditions of the DIR DBITS contract. The Vendor shall perform all services in compliance with both the DIR DBITS contract and the mutually agreed-upon SOW.
Warranty & Return Policy
Limited Service Warranty
ACES warrants that all services performed under DIR Contract DIR-CPO-5928 will be carried out in a timely, professional, and workmanlike manner consistent with generally accepted industry standards. Services will substantially conform to applicable specifications for 30 days from completion, or as otherwise defined in an individual SOW or Service Description. ACES will, at its option, reperform any non-conforming services identified and reported within the warranty period.
Limited Product Warranty
Products manufactured or published by third parties are provided “as-is” without warranty by ACES, except where a manufacturer, publisher, or supplier warranty applies. ACES will pass through all available OEM warranties and assist the Customer in facilitating warranty claims.
Warranty & Return Claims
DIR customers may submit warranty or return requests by contacting ACES directly. All returns and replacements must follow the applicable manufacturer’s return authorization process. For general warranty inquiries, clients may email TXDIR@aces.biz.
